Job description:

The IT Specialist – SupTech, RegTech and FinTech will be responsible for assessing the current financial sector technology landscape and preparing comprehensive functional and technical recommendations for the design and implementation of Supervisory Technology (SupTech), Regulatory Technology (RegTech), Financial Technology (FinTech), and a Centralized Know Your Customer (KYC) framework suitable for Bangladesh for a duration of two months. The consultant will provide strategic and technical guidance to support digital transformation, regulatory oversight, data-driven supervision, regulatory compliance, and innovation within the financial sector.

Job responsibilities
  • Conduct an assessment of the existing regulatory, supervisory, and financial technology landscape relevant to the financial sector.
  • Prepare a comprehensive Functional and Technical Report on the design and implementation of Supervisory Technology (SupTech), Regulatory Technology (RegTech), Financial Technology (FinTech) & Centralized Know Your Customer (KYC) Platform
  • Develop conceptual and technical frameworks for technology-enabled regulatory supervision and compliance monitoring.
  • Analyze current supervisory and regulatory processes and identify opportunities for digital transformation and automation.
  • Recommend technology solutions, system architectures, data management frameworks, and integration approaches to support supervisory and regulatory functions.
  • Assess data collection, reporting, analytics, and risk monitoring mechanisms and recommend improvements through technology adoption.
  • Develop recommendations for centralized KYC architecture, governance, interoperability, security, and operational frameworks.
  • Identify international best practices, emerging trends, and innovative solutions applicable to Bangladesh’s financial sector.
  • Assess regulatory, operational, cybersecurity, privacy, and data governance considerations associated with SupTech, RegTech, FinTech, and centralized KYC initiatives.
  • Develop implementation roadmaps, functional requirements, technical specifications, and strategic recommendations.
  • Collaborate with stakeholders to ensure alignment between technology solutions, regulatory objectives, and business requirements.
  • Prepare technical presentations, reports, and policy recommendations for management and relevant stakeholders.
  • Perform any other relevant tasks required for the successful completion of the assignment.
Required qualifications
  • Bachelor’s or Master’s Degree in Computer Science, Computer Engineering, Information and Communication Technology (ICT), or a related discipline from an internationally renowned academic institution.
  • Minimum 5 years of proven professional experience working with Supervisory Technology (SupTech), Regulatory Technology (RegTech), and Financial Technology (FinTech) initiatives in advanced countries.
  • At least 5 years of experience in designing, developing, or implementing SupTech, RegTech, or FinTech solutions, particularly within large financial institutions, central banks, regulatory authorities, or financial sector organizations.
  • Demonstrated experience in digital transformation initiatives involving financial sector supervision, regulatory reporting, compliance monitoring, risk management, or financial services innovation.
  • Experience in designing technology-enabled regulatory and supervisory frameworks.
  • Proven knowledge of centralized KYC systems, digital identity frameworks, customer due diligence processes, and financial sector data management practices.
  • Experience in developing functional and technical requirements, system architectures, implementation strategies, and technology roadmaps.
  • Strong understanding of financial sector regulations, compliance requirements, and supervisory processes.
  • Experience working with financial sector data analytics, regulatory reporting platforms, risk-based supervision tools, and digital financial services ecosystems.
  • Familiarity with emerging technologies including artificial intelligence, machine learning, big data analytics, cloud computing, digital identity solutions, and API-based integration platforms.
  • Experience working with central banks, financial regulators, banking institutions, or payment system operators will be considered a strong advantage.
  • Professional certifications in one or more of the following areas will be considered an advantage - Financial Technology (FinTech), Regulatory Compliance and Risk Management, Digital Transformation, Data Analytics and Artificial Intelligence, Information Security and Cybersecurity, Enterprise Architecture and/or Project Management.
