Program Background

The Waste Policy Armenia (WPA) Program, funded by Sweden and implemented by the AUA Acopian Center for the Environment, is supporting the Government of Armenia in advancing biogas development as part of the national Green, Sustainable and Circular Economy agenda.

Following the completion of the Biogas Infrastructure Development Pre-Feasibility Study for Armenia, the Ministry of Economy requested technical assistance from AUA to support the development of an enabling policy, regulatory, institutional, and investment framework for biogas sector development.

Carbon markets and green finance mechanisms can enhance the financial viability and investment attractiveness of biogas and biomethane projects by creating additional revenue opportunities and facilitating access to climate finance. Within this context, AUA seeks an international expert to assess opportunities for integrating Armenia's biogas sector into relevant carbon market and green finance mechanisms and to provide strategic recommendations to support the ongoing Technical Assistance.

This assignment is intended to complement, and not duplicate, ongoing technical assistance on national carbon market development in Armenia.

Objective

To assess current and emerging opportunities for integrating biogas and biomethane projects into carbon markets and green finance mechanisms and to provide recommendations for strengthening the sector's readiness to access these opportunities.

Աշխատանքային պարտականություններ

Scope of Work and Responsibilities

The Expert will:

  • Assess the current status of carbon market development in Armenia and its relevance to the biogas sector.
  • Identify opportunities for integrating biogas and biomethane projects into relevant international carbon market and green finance mechanisms.
  • Review relevant EU and international policy frameworks, carbon market instruments, and climate finance mechanisms applicable to biogas development in Armenia.
  • Assess the readiness of Armenia's biogas sector to participate in carbon markets and identify key regulatory, institutional, technical, and market-related gaps.
  • Develop recommendations to strengthen the enabling framework for integrating biogas projects into carbon markets and green finance mechanisms.
  • Contribute technical input to the Technical Assistance outputs, including the Final Report and Implementation Roadmap.
  • Participate in coordination meetings, stakeholder consultations, and policy discussions, and present findings as required.
  • Deliver workshops for policy and technical level stakeholders
  • Coordinate with the Technical Assistance team and undertake other related tasks as agreed with the Client.

Deliverables

The Expert will be expected to provide:

  • Inception Note outlining the proposed approach and work plan.
  • Gap Analysis Report assessing the current status of Armenia's biogas sector with respect to carbon markets and green finance opportunities, including key gaps and recommendations.
  • Workshop for policy makers (online)
  • Final Technical Recommendations on pathways for integrating biogas and biomethane projects into relevant carbon market and green finance mechanisms, for incorporation into the Final Technical Assistance Report.
Անհրաժեշտ հմտություններ

Qualifications

  • Advanced university degree in climate finance, environmental economics, energy economics, environmental policy, sustainable finance, or a related field.
  • Proven international experience in carbon markets, carbon finance, carbon crediting, climate finance, or related fields.
  • Experience with carbon projects related to renewable energy, biogas, biomethane, waste management, methane emissions reduction, or carbon removal.
  • Strong knowledge of international carbon market mechanisms, climate finance instruments, and relevant EU policy frameworks.
  • Experience working with governments, development agencies, international financial institutions, or international organizations.
  • Experience working in Eastern Partnership countries, post-Soviet countries, or other transition economies is considered an asset.
  • Excellent analytical, report-writing, communication, and presentation skills.
  • Professional proficiency in English.
